All people who live in the EU can use this deals. Microsoft allows every EU-address in every EU-store. Even better, Microsoft allows EU-addresses in some  european non-EU stores.

You can buy these deals like in your own country, but different countries have different payment options. You are safe to buy with a credit card.

Most deals are in foregin currency. Check your payment provider if additional costs apply.

A few games cannot be installed and/or played in some regions. Change your Xbox‘ region if you are having trouble.
